Portfolio engaged landlords, tenants, business leaders, and community stakeholders to understand both the scale of the concerns and the risks surrounding public advocacy on the issue.

Portfolio began by listening to the full range of stakeholders: landlords, tenants, business leaders, and adjacent community voices. We heard that the frustration was real and documented — but that it had also been uncoordinated. Individual voices had not moved the needle. A collective, structured voice with data, accountability tools, and staying power was needed.

Using Portfolio’s ReThink framework, we developed a full 
campaign platform that included strategic messaging, bilingual materials, governance structures, a campaign website, and a live reporting portal to document incidents and responses in real time. 
The campaign provided the downtown business community with a 
unified and sustained advocacy presence backed by professional communications tools and institutional accountability mechanisms, helping elevate public safety as a major civic and political issue 
in Moncton.
